Toll Road 4 (TR4) of the South Luzon Expressway will be partially operational before the end of 2026, as confirmed by the Department of Transportation. During an interview with ANC Headstart, transportation chief Giovanni Lopez expressed that the agency plans to open Packages A, B, and C later this year.
Those segments will stretch from Santo Tomas, Batangas, to Tiaong, Quezon, covering about 31.6km of road. Overall, TR4 will span 66.7km, ultimately reaching Barangay Mayao in Lucena, Quezon.

Lopez further shared that the completed thoroughfare will accommodate roughly 17,000 motorists per day. It will also effectively cut travel time between Batangas and Quezon from four hours to just one.
“By end of this year, we can start using the TR4. Mai-inaugurate po natin ’yan. Ang target natin diyan mga November, December start of operations of TR4. Ang usual travel time po natin diyan [para sa buong TR4] is four hours. Once mabuksan na po natin ang [buong] TR4 natin, magiging isang oras na lang po,” said the transportation secretary.
He then called the plan a “big ticket project,” further solidifying its importance. Construction for TR4 broke ground in March 2019, with initial operations expected to kick off in 2023.
