
The Philippine Reclamation Authority (PRA) has indefinitely postponed toll collection on the newest section of the Cavite-Manila Expressway (Cavitex). Regular fares were scheduled to take effect for Segment 3B on May 5, 2026, but the PRA rescinded this due to the ongoing fuel crisis and the active state of national energy emergency.
Segment 3B, which boosts interconnectivity between the Sucat Interchange and the C5 road, opened in late March, just as the national emergency was declared by President Ferdinand Marcos Jr. It has remained toll-free since then, and it will stay that way for the time being.

The agency explained that further deliberations between PEA Tollway (PEATC), Cavitex Infrastructure, and itself will be conducted to determine a suitable time for toll collection. While the Toll Regulatory Board had already authorized the new toll fees, the PRA looks to continue to evaluate the segment and reassure its roadworthiness to the motoring public.

“While commercial gain and immediate return on investment are understandable objectives for ventures of this nature, PRA and PEATC, being government-owned and controlled companies, are still imbued with public interest and are always conscious of observing governmental and social sensitivities in all their actions,” said the PRA in an official statement.
With regard to the other C5 Link segments, it looks like toll collection will remain as is. Neither agency has indicated when the new fares will be implemented, but at least motorists traveling between Parañaque City and Taguig City can still enjoy free toll fees.
