V-Green, Light Fuels rolling out EV chargers in Cebu this year

A new partnership between V-Green Charging Stations Philippines Inc. and Top Line Business Development Corp. was recently penned with the goal of launching a new EV charging network across Visayas.

Starting in Cebu, Light Fuels gas stations will be fitted with V-Green EV charging and battery swapping stations alongside their fuel pumps. These upgrades will turn gas stations into “multi-energy platform[s] that support[s] both traditional fuels and electric mobility solutions.”

Top Line states that in Central Visayas, EV registrations have leaped from 105 vehicles during 2024 up to 822 vehicles in 2025, per LTO data. With surging interest and demand for electrified mobility due to the fuel crisis, this number could easily be surpassed by the end of 2026.

The partnership between V-Green and Top Line is designed to capture this growing market, according to Top Line senior vice-president and chief operating officer Brigitte Carmel C. Lapasaran Lim.

The initial rollout of V-Green chargers in Top Line properties includes six Light Fuels stations, Pier88, and Bay Mall. Charging operations are expected to begin by the third quarter of this year.

V-Green and Top Line expects that each of their charging bays will accomodate around 18 to 20 vehicles daily, while their battery swapping stations will also be ready to serve electric scooter riders that need to swap depleted batteries for fully-charged ones.

V-Green is VinFast’s charging infrastructure affiliate. The Vietnamese automaker has previously stated that it plans to build 15,000 charging stations around the Philippines, but only around 1,000 have been completed. Local regulations have been cited by VinFast Philippines and Southeast Asia CEO Toti Zara as a hindrance to achieving this goal.
